Applying for Italy Tourist Visa from Tbilisi Georgia

I'm holding a Chinese passport, a 10-year UK visa and a 10-year USA visa. I used to visit Italy twice (had 2 Schengen visa records) and really loved the country with the food and the culture.
I work for a British school online and am currently staying in Tbilisi, but I don't have a Tbilisi residency permit as I can stay for 90 days out of 180 days visa-free.
I'll fly back to the UK for conference meetings in early December and would like to visit Italy for a holiday during Christmas. Planning to stay in Florence from the 20th of December for 1 week.
I'm wondering if I could apply for the Italian Schengen visa from Tbilisi Georgia, as I won't be able to return to China until January 2024 for the Chinese New Year.
I had a similar situation last year and applied for a UK visa from Albania (when I was not an Albanian citizen or resident), and I successfully received my visa. What matters is that if the candidate is qualified not where they apply.
