Hey, I understand your situation because I had the same question before. From what I found, Indian passport holders are not eligible for an e-visa for Cape Verde. You will need to apply for a regular sticker visa through the embassy. I booked an appointment at the embassy to apply for my visa, and it worked smoothly.
