I also had a similar situation before. When my friend tried to apply, the application form was not showing on the website at first. Later we realized that sometimes the form only appears after checking the eligibility based nationality. Might be you are also not eligibile- https://visa-to-travel.com/apply-visa So maybe you can try again and go through the steps slowly on the website. Sometimes it takes a little time to load or show the form. Hopefully it works for you.
