Requesting for Visa to Portugal for Web Summit 2021 event

We are now invited to Web Summit 2021 a tech event that is held in Lisbon Portugal this 1st to 4th November 2021.
We would like to ask for more details about the visa application process as we have invitation letters and all other required documents,
The embassy in charge of Schengen visas (Belgium Embassy) is looking for the Portugal embassy or Portuguese Consulates General in Rwanda for approval email for us to process the Visa application.
I would like to have more details about how I can process this .
