Serbian Visa for Jordanians from Istanbul

I want you please to provide me with some Information that I couldn't found in your website.
My Dad and mom are planning to visit my brother who works and lives in Serbia. He works as a Doctor in a Hospital. And he also made a Invitation letter for them including all the requirements.
The nationality for my Dad , mom and brother is Jordanian, we don’t have Embassy in Jordan so we want to apply for the Visa from Istanbul.
Where is the form for the Visa Application ? and can I fill it online and attach the Documents or I must send them per post to Istanbul ?
How can I pay the Fees ?
When Should I provide return reservations ticket ? when applying for the Visa or when receiving the Visa ?
