Visa Application for a Moroccan citizen living in Istanbul

I am currently planning a short visit to Bosnia and Herzegovina in the last week of August. As a Moroccan citizen I am supposed to apply for a visa. I know about the necessary documents that I should gather, I just wanted to ask you if I am supposed to bring all the documents and fill in the visa application form in the consulate or do I have to do it online. And since I am working at a university, could you please send me a sample of the letter that should be written by my employer.
